The federal government collects money from Louisiana, runs it through a giant bureaucracy, attaches conditions, takes its cut, and sends portions back. Lisa wants to keep more decisions and resources closer to home. Whenever a federal program can responsibly be returned to states, communities, families or individuals, she will push to do it.
